AI-Driven Resource Optimization in Workforce Systems: Toward Sustainable Intelligent Operations

Abstract:

Sustainability in intelligent systems is more than just using less energy; it also means using human, computational, and operational resources in the best way possible to have a lasting social impact.  This session shows how AI may be used to optimize resources in public workforce and rehabilitation systems by predicting service shortfalls, dynamically assigning workloads, and making sure that everyone has equal access to important programs.   Based on my published research—Machine Learning for Proactive IPE Compliance and Dynamic Caseload Allocation Systems—this session demonstrates how supervised and reinforcement learning methodologies can improve scheduling, staffing, and service delivery while ensuring ethical and financial sustainability.  The presentation shows how predictive analytics may cut service delays by up to 30 days and help with workforce shortages without affecting service. It uses real-world examples from California's Department of Rehabilitation ecosystem.   The session also talks about a Sustainable Operations Intelligence Model (SOIM) that uses optimization theory, adaptive forecasting, and human-centered design to help plan resources when things are unclear.  Participants will learn how AI-powered decision support systems may make public infrastructure more robust, fair, and smart. They will understand that sustainability is not only an outcome but also a way of doing business.
