AI-Enabled Data-Driven Decision-Making: From Predictive Modeling to Governance and Adoption
Abstract:
The integration of artificial intelligence (AI) into enterprise-level decision-making has become essential for enhancing data-driven decision-making (DDDM) processes. However, existing literature remains fragmented across technical, organizational, and ethical domains, lacking cohesive guidance on how AI is operationalized within decision systems at scale. This study addressed that gap by qualitatively synthesizing 40 peer-reviewed sources, including journal articles, books, conference proceedings, white papers, and practitioner reports published between 2020 and 2025. Grounded theory informed the conceptual framework, and data analysis followed a structured, eight-step content analysis protocol. The study examined how organizational practices and decision-making processes evolve through the integration of AI into DDDM frameworks. Findings were categorized into technical and business themes. Technically, organizations emphasized AI model deployment, data pipeline readiness, system integration, decision-support visualization, and model optimization with strong governance safeguards. Business themes highlighted the importance of strategic alignment, executive sponsorship, cultural adaptation, ethical accountability, and human-AI collaboration. Stakeholder perceptions and contextual adoption barriers further influenced outcomes. These findings underscore that effective AI-enabled DDDM requires alignment between predictive modeling capabilities and organizational readiness, supported by transparent, ethical, and scalable implementation. The study contributes a socio-technical perspective to guide the development of context-aware AI decision architectures across sectors.
