Abstract:

Governments face ongoing challenges in managing cash flow and ensuring timely payments. This study proposes an AI-powered predictive analytics framework that leverages historical financial data and machine learning to enhance cash flow forecasting, anticipate bottlenecks, and reduce fiscal risks. A national treasury case study shows improvements of 20% in payment timeliness and a 15% reduction in cash shortages. The approach integrates time-series forecasting and irregularity detection, offering governments a proactive tool to strengthen transparency, trust, and financial governance, while addressing challenges such as data integration, model explainability, and policy alignment.
